Outcomes of the Consultation with Donors Advisory Group on the Reform Process

A consultation on the reform process took place with IPPF’s Donors Advisory Group (DAG) on 18 June 2019 on the fringes of the 2019 Annual Consultative Meeting with Partners.

This document summarises the collective reflections from the meeting and provides a set of recommendations. The document is not intended to reflect a formal position.

General Comment

  • IPPF’s donors collectively support the proposed timeline of the reform process, culminating in (i) a proposed governance structure and aligned constitutional arrangements, and (ii) a proposal to improve IPPF’s resource allocation model, that can be voted on at an extraordinary General Assembly of Member Associations to be held in November 2019 in India.
  • DAG supports the Commissions’ decision to undertake analysis/research to assess the governance and resource allocation models/systems of other organisations of similar scale and structure, to be used to inform the Commission’s considerations on alternative governance and resource allocation models. It is hoped that this would enable both Commissions to consider a variety of options before presenting their final recommendations to the General Assembly in November.
  • The consultation process with IPPF’s Member Associations is vitally important to the process of reform, and to ensure that the final set of recommendations has the requisite political support from within the Federation.
  • Both Commissions should be transparent and frequent in their communication and engagement with all stakeholders so that trust is built in the process.
  • The representatives of IPPF’s donors on both Commissions will be as follows: DFID, UK, in collaboration with DFAT, Australia will take part at the Governance Commission; and Sida, Sweden on the Resource Allocation Commission.

Governance

  • As result of the governance reform, the requisite professionalism and skills sets need to be present in IPPF’s decision-making mechanisms, and these mechanisms should be connected to IPPF’s Member Associations at field level.
  • Effective safeguarding processes should be embedded within the newly proposed governance structure.
  • Resource Allocation
  • Full transparency and visibility must be embedded in the proposed improved resource allocation model.
  • The proposed formula must take in to account the diversity and equity issues within the Federation, so that does not inadvertently encourage the concentration of resources to stronger-performing Member Associations to the detriment of others.
  • The proposed formula may include a mix between fix and flexible allocation, both based on clear, transparent criteria.
